No need for RCI to probe Teoh’s death, says Soi Lek



Datuk Seri Dr Chua Soi Lek today dismissed calls for a royal commission to probe Teoh Beng Hock’s death, whose scope has been limited to anti-graft investigation methods.

Yesterday, Prime Minister Datuk Seri Najib Razak announced the formation of a royal commission of inquiry (RCI) to review the Malaysian Anti-Corruption Commission (MACC) investigation procedures.

“The Attorney-General already said he would file for a revision (of the verdict) to look into the cause of death,” Dr Chua told reporters today.

On Wednesday, the Coroner’s Court returned an open verdict in Teoh’s inquest, which means it could not ascertain how the 30-year-old DAP political aide had fallen to his death in 2009.

The PM said Attorney-General Tan Sri Abdul Gani Patail had expressed his dissatisfaction with Coroner Azmil Muntapha Abas’s verdict and would file for a revision soon at the Shah Alam High Court.

Najib has also said the RCI could not look into the cause of Teoh’s death as the law mandated such investigations to be done through the coroner’s office.

Teoh’s family, the Bar Council and the Human Rights Commission (Suhakam), however, have demanded the PM to expand the powers of the RCI.

The Teoh family’s lawyer, Gobind Singh Deo, said yesterday it was meaningless and a waste of public funds to set up an RCI that could not investigate how Teoh had plunged to his death.

Bar Council president Ragunath Kesavan also stressed that the Najib administration was obliged to give the family closure.

Teoh’s sister Lee Lan accused Najib yesterday of failing to honour his promise that the Teoh family would know how her brother died.

She expressed her disappointment with Najib’s announcement of setting up an RCI that lacked the powers to investigate the suspicious circumstances surrounding Teoh’s death.

Lee Lan pointed out that the coroner had noted there were pre-fall injuries and had singled out the injury to Teoh’s neck.

She also said when the family met Najib two years ago after Teoh died, the PM personally pledged he would see to it the family will know how Teoh fell nine floors to his death.



The former political secretary to Selangor state executive councillor Ean Yong Hian Wah was found dead on the fifth floor service corridor of Plaza Masalam in Shah Alam on July 16, 2009.

MACC officials had earlier interrogated him overnight at its then-Selangor headquarters on the 14th floor of Plaza Masalam on allegations that his former boss had abused state funds.

Today however, Dr Chua questioned Lee Lan’s claims of Najib’s vow to the family.

“Do you know what the prime minister said to the family? Were you there?” he asked a reporter who had highlighted Lee Lan’s claims.

“It is not fair to say what the family said is true and what the prime minister said is not true,” added Dr Chua.

He also stressed that Teoh’s death should not be used to gain political mileage.

“We extend our fullest sympathy but it should not be politicised,” he said.

Selangor denies MB told of Khusrin appointment



The mentri besar’s office insists that the outgoing state secretary had not informed the MB that he would be succeeded by Datuk Mohd Khusrin Munawi.

This is despite the chief secretary to the Malaysian government sending it practice notes on Oct 26 stating that by convention, the Public Service Commission would send a list of qualified candidates to the mentri besar for him to shortlist.

The MB’s office claims it was kept unaware of all progress until Dec 21 when the private secretary to the Sultan, Datuk Mohamad Munir Bani had sent a letter to his counterpart in the mentri besar’s office.

According to Faekah Husin, the MB’s political secretary, it contained an attached letter dated Dec 10 which that was sent to the ex-state secretary Datuk Ramli Mahmud stating that the Sultan had consented to Mohd Khusrin’s appointment.

“This is clear evidence that the federal government’s choice of state secretary without discussions with the mentri besar is an act of political sabotage,” she said.

She added that between Dec 10 to 21, Ramli had attended two executive council and two economic action council meetings and even his retirement ceremony but failed to mention that the Sultan had consented to Mohd Khusrin’s appointment.

Yesterday, Ramli told The Malaysian Insider that Mentri Besar Tan Sri Khalid Ibrahim had received a copy of the letter from the palace consented to the former Selangor Islamic Religious Department (Jais) director replacing him as state secretary.

The ongoing row began when the chief secretary to the Malaysian government named Mohd Khusrin as the new state secretary for Selangor late last month.

However, the state insisted that it could make its own choice and rejected the former Jais director who has been at odds with the administration.

The impasse has escalated over recent weeks and PR are planning to call an emergency sitting of the state assembly to amend the constitution to remove powers of appointment from the federal government.

Teoh Lee Lan, the sister of the late political aide Teoh Beng Hock said that the prime minister Datuk Seri Najib Tun Razak has failed to keep his promise to the family where he said that they will eventually know the cause of Teoh’s death. This came in the wake of the recent ruling by the coroner of an open verdict in the inquest which led to a Royal Commission of Inquiry. Najib announced that the RCI would be set up but instead of to look into how Teoh died, Najib said that the RCI would be to investigate the MACC (Malaysian Anti-Corruption Commission) on whether they violated the rights of the witnesses and suspects.

Lee Lan said “I am very disappointed with the announcement the RCI will only investigate MACC’s procedures. The RCI he announced today is the same as the one he announced last time. This is not the RCI we want. We want answers. The inquest did not give answers... Who should be responsible for his injuries? The PM personally pledged he would see to it the family will know the circumstances behind Beng Hock’s fatal fall. Najib promised to give us answers. Now got RCI without investigating cause of death. What answer can we get? If no answer, who can tell Er Jia how come his father is not around? I am scared of his promises now. Can I ask him: Should I believe you?”

BRIBERY, MISCONDUCT AND CORRUPTION OF A SUPERIOR OFFICER OF MACC SELANGOR

Respectfully, we would like to refer to the subject above.

We would like to inform you that we, officers of the Malaysian Anti Corruption Commission (MACC), feel obliged to expose the misconduct and bribery of a senior officer of the MACC, Deputy Director (DD) MACC Selangor PKPj I Hishamuddin bin Hashim, in connection with the case of TEOH BENG HOCK and another case involving the bungalow of DATO' SERI DR MOHAMAD KHIR BIN TOYO in Section 7, Shah Alam, Selangor.

2. For YBhg Tan Sri/Dato/Tuan/Puan's information, DD was directly involved in the investigations on the fraud case of the Selangor State Government's funds for YB Ean's (ADUN Seri Kembangan) allocation. His involvement was not just on official orders, but he has also given instructions to his subordinates to find, with any means possible, any evidence of wrongdoing by the Selangor State Goverment. He acted in this fashion because he has made a conspiracy with Khir Toyo to topple the government of Selangor. These (gelojoh) actions directly resulted in the death of Teoh Beng Hock. There arise a few suspicious questions that we, officers of the MACC Malaysia, ask on how Teoh Beng Hock could have died. We suspect the DD's involvement in the death of Teoh Beng Hock based on the following:

i) DD had ordered all MACC officers involved in the operation that he not be directly involved in the case. In fact, he was the one who gave all the orders in this operation and other operations in MACC Selangor. In fact, he was afraid to be involved directly because this could expose his conspiracy with Khir Toyo.

ii) The chemical investigators have discovered fingerprints and male DNA on the front side of both sides of Teoh Beng Hock's belt. Based on our, the officers of MACC Malaysia, knowledge, the DD has an individual style of investigative techniques which include interrogating a suspect by holding the front of his belt, lifting him a few times while shaking him.

iii) The process of collecting DNA on MACC Selangor officers was performed in 2 sessions. In the first session of collecting DNA, the DD made every effort to evade giving his DNA sample. The DD was said to have given his DNA sample in the second session, but suspicions arise because the DD gave his DNA sample in the privacy of his own office while all other MACC offiers including the MACC Director have given their DNA samples in a meeting room in the presence of many other individuals. Why did the DD give his DNA sample in a secretive fashion? Was the DNA provided really his DNA? We, the officers of the MACC Malaysia, feel puzzled that there was no one else in the presence of the DD when he allegedly gave his DNA sample? We recommend that the DNA Test on the DD must be done again, witnessed by a group of people who can be trusted.

iv) We have been informed that the DD had ordered his subordinates to erase/clean the fingerprints on the window that Teoh was believed to have fallen from. This was proven when the police could not find any signs of fingerprints, new or old, on the window. The question is, why did the DD order that this be done?

v) We suspect, based on information we have obtained, that the DD did not touch his punch-card when he left the office on the 16th of July 2009, at 6:10 am. This is important because it can prove that the DD was the last person to see Teoh. The question is, why did he not touch his punch-card when he is a person who always touches his punch-card. For the record, he is very diligent with his punch-card.

3. For YBhg Tan Sir/Dato/Tuan/Puan's information, the DD in question is very influential in the enforcement of investigation operations around Selangor and the rest of Malaysia. In MACC Selangor, he is the most important person who decides whether a case should be prosecuted even if the power should rest in the hands of the Deputy Public Prosecutor (DPP). His decision is prompted by his personal interests and those of his co-conspirators. So, it is no surprise that he led the MACC Selangor Investigative Unit for decades, at least since the Selangor state government was under the helm of the Barisan Nasional government (Khir Toyo) until now. He was promoted ahead of schedule, from Grade 41 to Grade 54, over the course of 16 years without transfer to other positions or locations other than that of the MACC Selangor. Based on the MACC, any officer who has been promoted or who has worked for more than 5 years in a state should be transferred to a different location to avoid the officer being involved in local bribery. One of the reasons he was never transferred is because he was tasked to "take care of" the position of Dato' Seri Dr Khir Toyo in Selangor. As a result, Khir Toyo also "took care of" his position in Selangor as a favour.

4. As a result of his position in MACC Selangor for these many years, he has been involved in various cases of bribery and misuse of power. Some of the incidents of bribery or misuse of power that we have investigated are as follows:

i) Closing the case of Khir Toyo connected to the approval of a road construction project, in Sekinchan running 20.5 km valued at RM 92.5 million to a contractor that was nearly blacklisted, Meram Holdings. According to the JKR's estimates, the road should have cost less than RM 50 million. The subcontractor that did the work on the project was Cabaran Wangsa, owned by Pua Kim An, the landlord of a house that had once been rented by Khir, while another company director, Ahmad Tarmizi Tajjeury is a Khir crony that was also given 100 acres of land at a profit to him of at least RM 20 million.

ii) Owning assets that exceed his emoluments such as:
a. Owning a few rental houses of which one is a two storey terrace house that was purchased at a favourable price from Pemaju Kumpulan Lebar Daun Development Sdn Bhd, as a result of the closing of the case against the Group Executive Chairman, Dato' Noor Azman @ Noor Hizam bin Mohd Nurdin. The case was investigated by the then BPR Selangor for a few years together with various other houses owned by him. To remove public and subordinate suspicions, he lived in the Government Quarters in Kg Atap, Kuala Lumpur.

b. Owning a Petronas petrol station on the left of the Federal Highway KM 8.6 - 8.7, Section 1, Federal Highway, Shah Alam, 40000 Selangor (near the Melati Roundabout, Shah Alam to Klang bound, registered under the name of his brother. The petrol station only just began operating this year (2009), part of which was built above a Chinese cemetary. He managed to get the site to build the petrol station because of his power, which was exercised in the era of Khir Toyo's government in Selangor.

c. Owning several plots of land around Shah Alam, in which one of them is believed to be beside the new SACC Mall registered under the name of a wife of a MACC Selangor driver named Abdullah b Azim, a full time homemaker in her late 30s.

iii) He has been caught in close proximity with a subordinate officer, Investigator rank, named Nor Azlina bt Mustafa besides the Shah Alam Lake early in 2009 by 2 police officers. He showed his identity card (MACC) and informed the police officers that he and the officer were in the middle of an operation and they were released. These "intimacies" between him and the Investigator were repeated and are common knowledge of many including his own wife. The only action taken by the Department was transferring the officer involved to the MACC Headquarters in Putrajaya. This was not effective because Azlina is still always with the DD in the Selangor office.

5. This letter was written to uphold justice and prevent the further abuse of power especially in the MACC and throughout Malaysia. We in the MACC are fed up to see his antics which have the blessings of the powers that be, like the saying "beraja di mata, bersultan di hati". We in the MACC have (hilang punca? Anybody?) to find departments/institutions/NGOs that can champion this issue so the appropriate action can be taken.

6. We, the officers of the MACC, are touched and thankful that YBhg Dato'/tuan/puan could expose this issue to the people and the authorities so that an organisation/NGO can take the appropriate action, or an independent investigation, can be taken and raised to the Cabinet. This is very important because it involves the integrity of a serving officer of a department that upholds the laws involving human integrity. The DD is now making every effort to press his subordinates to find any faults involving ruling PKR in the hopes that the PKR-led government will fall in Selangor and his secret will be safe. For your information, the DD is now very afraid whenever news about Dato' Seri Khir Toyo is released in the press and he would be very afraid if the case would expose his involvement.

7. We hope that any brave individuals or organizations can spread this information so that our actions can be brought to the attention of responsible and trusted authorities and that justice can be done. We are unable to do this ourselves because he has a "cable" with the powers that be.

8. Cooperation from YBhg Tan Sri/Dato'/tuan/puan is much appreciated and we hope that through your action, much more information can be brought to light involving individuals with no integrity. We hope that this will cleanse the MACC and its officers from further involvement in bribery and corruption.

Datuk Ibrahim Ibrahim Ali, the president of Malay rights group Perkasa said that there really is no need for a RCI (Royal Commission of Inquiry) into the death of political aide Teoh Beng Hock because the court had already ruled an open verdict. Hence if an RCI is called, then it would be ‘disrespectful’ to the courts and an utter waste of public funds. He called on the family of Teoh to accept the open verdict.

He said “There was no need for the commission because the inquest had already declared an open verdict on his cause of death. We should all just leave it to the police to handle the matter and take action against the guilty party. Given that the courts had already decided on the matter, having the commission to probe the matter was tantamount to disrespecting the courts and a waste of public funds. (What) if this commission does work? What else will we establish next? The inquest will serve no purpose because the matter had already been presented in an open court. Of course we are saddened about his passing but this should not be the way,”

Selangor flays Utusan for using palace



The Selangor government has accused Umno-owned Utusan Malaysia of trying to drive a wedge between Tan Sri Khalid Ibrahim’s administration and the sultan.

Faekah also called on the Home Ministry to “stop pretending it is unaware of Awang’s lies and sedition

“It is sowing seeds of hate and suspicion, similar to what happened in 1992 and early 1993. Only then, the palace was the target and now it is the Pakatan government,” said Faekah in a statement today.

Insisting that it was only an administrative matter between the state government and the chief secretary to the Malaysian government, she said that the issue was being used by Utusan Malaysia to accuse the PR government of disrespecting the ruler.

In 1993, constitutional amendments were introduced by the Barisan Nasional (BN) government to limit the powers of the monarchy.

Faekah warned Utusan Malaysia that the Sultan knew how it was the Umno-led coalition that eroded the powers of the monarchy and would not be fooled by its about turn.

She said that in light of this, Awang Selamat’s attempt to turn the tables and accuse PR of treason was “incredible” and “rotten” and the people could see that it was a political manoeuvre.

In her statement, she claimed that in 1993, an Umno MP had warned the royalty that if it did not respect the wishes of the people, “their throne would end up in the museum.”

She added that Umno Youth had also insisted that the federal government be firm on removing royal immunities while government officials were not to deal with the palace without the prime minister’s permission and could decline invitations by the royalty.

No need for Sultan’s consent to amend state laws, says Khalid



There is no need for the Selangor Sultan’s consent to amend the state constitution, Tan Sri Khalid Ibrahim said.

The Selangor mentri besar said today that the amendments only needed to go through the state assembly, indicating yet again that his administration opposed Datuk Mohd Khusrin Munawi’s appointment.

Sultan Sharafuddin Idris Shah has, however, maintained that Mohd Khusrin’s appointment was lawful, and that full co-operation be given to him.

“For any resolutions or Bills to be passed in the state assembly, does it need to have the consent of the Sultan? No,” Khalid (picture) said.

Under Article 78 of the Selangor state constitution, the Sultan must gives his assent within 30 days to all Bills presented to him. If he does not do so, the Bills will become law as if he had given his assent.

Khalid said the state government would still challenge Mohd Khusrin’s appointment despite the Sultan’s remarks this morning calling for an end to the dispute and to accept the federal government’s choice.

The Selangor MB also claimed that the state government’s relationship with the Sultan was good despite a clear disagreement on the choice of the new state secretary.

“The Sultan said this morning that he remained apolitical in matters, and his highness also stressed that his relationship with the government was good.

“I meet the Sultan every week to discuss matters, affairs of the state. And in these discussions, even though we may have disagreements, in the end we will reach a collective decision.

“That is why the state government and excos came for the ceremony today. We still won’t call Khusrin for the oath in front of MB until the decision has been addressed in the next state sitting,” said Khalid.

He, however, played down the state government’s insistence on pushing for Mohd Khusrin to be replaced, claiming that it did not mean that the administration “disagreed” with the Sultan.

“I am not disagreeing... his (Mohd Khusrin)’s appointment is legal, we are not saying that it is illegal, if you follow the state laws which have been in place since 1993.

“We just do not agree with the laws and want to amend them. I think even the Sultan is in agreement over the amendment, to restore power to the Sultan and the MB,” Khalid said.

The private secretary to the Sultan, Datuk Mohamad Munir Bani, had earlier today provided a list detailing the chronology of events leading to the appointment of Mohd Khusrin.

According to the list, Datuk Ramli Mahmud, who was the former state secretary, had received the names of the three shortlisted candidates from the Public Service Commission (PSC) on December 3 last year.

Mohd Khusrin was one of the three shortlisted candidates.

Khalid said today that Ramli had never informed him or the state government of the shortlisted candidates.

“I was never told... Ramli did not tell me. The fact that the Chief Secretary chose to deal with the former state secretary without my knowledge… well it’s up to how you want to look at it, write it,” he said.

The state’s Ruler said today that he did not want Mohd Khusrin’s appointment “politicised”, adding that he was saddened his previous remarks had been “manipulated” by “irresponsible quarters” and had confused the people of Selangor.

How can your political opponent be allowed make appointments for a very senior position in the your state administration and not be consulted? Najib’s future at stake in snap polls



Datuk Seri Najib Razak’s position as Umno president and prime minister will be at risk if Barisan Nasional (BN) “fails to secure a resounding victory” in snap polls anticipated this year, according to the Economist Intelligence Unit (EIU).

Its latest country report on Malaysia said that with Umno’s internal elections postponed to 2012, its president will need a strong mandate in a general election this year.

“If the party fails to secure a resounding victory in the snap general election... there would be even greater resistance to economic reforms, undermining the credibility of the prime minister, Najib Razak (picture), and potentially placing his position as president of Umno — and hence his role as head of government — at risk,” said the EIU in this month’s report on Malaysia.

It also named Najib’s deputy Tan Sri Muhyiddin Yassin as the most likely contender to be Najib’s replacement.

Umno’s support base sees it as a champion of Malay rights and privileges and a shrinking presence in Parliament will be interpreted by more hawkish factions as a threat to Malays.

Najib’s moves to liberalise and relax economic guarantees for Bumiputeras would provide fodder for right-leaning elements to push for a more hardline leader.

In its report, the EIU also warned that while BN was expected to maintain power after the next general election, “the ability to make or break BN” has been in the hands of politicians from Sabah and Sarawak whose bloc of 52 MPs now make up nearly two-fifths of BN’s 137 seats in Parliament.

“Unresolved issues, such as illegal foreign immigration to Sabah, may cause the BN parties based in Borneo, or individual MPs from the island, to defect to the opposition or use the threat to do so to secure greater influence within the coalition in the run-up to the next general election.

“Moreover, the Borneo-based parties will become even more influential if MPs from the island retain their seats at the next election and a substantial number of BN legislators based in Peninsular Malaysia lose theirs,” the report said.

The Sarawak state polls must be called by July 2011 and will be a severe test of what has been a BN stronghold.

A shaky performance will likely destabilise parties that have been loyal to BN there.

Umno announced in November that it had postponed internal party elections for 18 months which intensified speculation that a snap general election could be called in the first half of 2011.

Twice in recent history, when Umno has postponed its party polls, a general election has then been held within a year.

The EIU report also noted that BN has been boosted by victories in two recent by-elections — Galas in Peninsular Malaysia and Batu Sapi in Sabah — which may have marked a turning point in terms of voter support for the governing coalition after an initial run of consecutive defeats.

There were fabrication of DNA evidence in Sodomy I trial – former investigating officer



Datuk Mat Zain, the former Kuala Lumpur CID chief and investigating officer of the 1998 ‘black-eye incident’ involving opposition leader Datuk Seri Anwar Ibrahim has claimed that in Anwar’s first sodomy trial, there were some fabrication of the DNA evidence against him. He called on Solicitor-General Datuk Idrus Harun to end the cover-up of the case which involved him being assaulted by Tan Sri Rahim Noor, the then IGP (Inspector-General of Police).

Umno owned newspaper Utusan Malaysia has claimed that Selangor could end up like Singapore which is a ‘country belonging to China outside mainland China’ and called on Malays in Selangor to defend the state from turning into like the southern neighbor over the recent state secretary appointment issue. According to Zaini Hassan, the editor-in-chief of Utusan, Malays should ‘defend their sovereignty in governing the country’ and not allow the Pakatan Rakyat state government to reject the appointment of Datuk Mohd Khusrin Munawi by the federal government to the state secretary post.

He said “Do we Malays (already so few in the world) want to allow another country belonging to China or India outside their own lands? It should be enough with Singapore (a country belonging to China outside mainland China). Do we also want to give away this homeland? The People’s Republic of China will defend the Hans, who form 92 per cent of the population, to the very end. For example, any autonomous territory that tries to revolt will be crushed immediately. India’s Hindu government... will defend the rights of Hindus more than Muslims. My views are logical and valid. Teoh's death not suicide nor homicide - Court rules in inquest



The Shah Alam Sessions Court returned an open verdict on the death of political aide Teoh Beng Hock. Azmil Muntapha Abas, the coroner of the court returned the verdict after the inquest concluded after Teoh’s body was found in July 19, 2009 at the MACC (Malaysian Anti-Corruption Commission)’s Selangor headquarters in Plaza Masalam in Shah Alam.

Azmil said "There remains unsettled issues on the case of suicide and to find this on guesswork is unacceptable. I rule out verdict of suicide. There exists sufficient evidence to show that Teoh's neck injury was pre-fall but "no evidence to confirm that this injury facilitated or contributed to Teoh's demise". I rule out the verdict of homicide...I find an open verdict,"

Datuk Seri Dr Rais Yatim, the Minister of Information Communication and Culture has dismissed allegations made against him in relation to a recent rape case. The allegations came mainly from bloggers in cyberspace and political parties from the opposition front and has been circling the internet for about 2 weeks now but no name was mentioned and in the latest allegations, Rais’ name was linked to the case. According to the rumours, a federal minister under the former prime minister Tun Abdullah Ahmad Badawi was alleged to have raped his Indonesian maid in 2007 where Abdullah was being accused of trying to cover up the case.

Rais said "I refute the allegations, whether they are about raping any individual four years ago (2007) or any other allegation, raised by bloggers on the Internet or by any political entity. I state readily that any report by anyone so far related to this matter should be investigated under the country's laws. For the sake of justice and humanity, those who practise dirty politics whether through internet or other media should stop speculating, defaming or to engage in unethical acts. All writings, reports, commentaries, speculations including pictures published by blogs, websites regarding any wrongdoing or allegation of sexual misconduct against any individual were made with bad intention, fabricated lies, were fictional and with no legal basis whatsoever,”

Kedah Gerakan youth chief slammed for ‘sexist’ remarks on Hannah Yeoh

Tan Keng Liang, the Kedah Gerakan Youth Chief has been slammed for his ‘sexist’ remarks on Twitter recently. The discussion on Twitter was on whether voters should vote based on the person or the party contesting. Tan had then asked someone if they would vote for BN if a ‘good’ candidate was fielded in the Subang Jaya state constituency. The individual with a ‘jqquah’ handle replied ‘of course’. Jessica Lai, the Beliawanis treasurer of MCA would most likely be contesting in the constituency.

At this juncture, Tan asked "Would you choose Jessica Lai or Hannah Yeoh who will be on maternity leave soon?" R Nadeswaran, the editor from The Sun then hit out at Tan where he said "Wasn't your mother pregnant with you? What about your wife?" in a separate post, Nadeswaran wrote "During election time, this MCP will be talking of gender equality! His statement will haunt him forever," Elizabeth Wong, the exco member of Selangor said “Maternity leave has nothing to do with Yeoh's productivity as a state legislator. Tan's remark was an insult to women.” While Teresa Kok, the Seputeh MP said "I would gladly sponsor Tan for gender equality training by any one of the women's NGOs in Malaysia,"

Tan however is defending his statements saying that "Stating that someone will go on maternity leave does not mean that the person would be completely unfit to serve as a state assemblyperson. I understand the need of certain politicians to capitalise on the issue by interpreting my tweet in the most negative manner that they could. Selangor MB says Khusrin banned from all important state meetings



The Selangor government is set on making life for Datuk Mohd Khusrin Munawi as difficult as possible by banning him from attending all important official meetings.

Selangor MB Tan Sri Khalid Ibrahim revealed today that his administration will be writing an official letter to the Public Service Commission to discuss a replacement candidate for the top civil service post in the state.

He also confirmed that until any final decision was reached, the state would not be involved in any “functions or celebrations” which included the newly-minted state secretary.

“This means that the oath of secrecy ceremony in the front of the mentri besar will not be held. Datuk Mohd Khusrin will not be attending any weekly state government meetings or any state economic action meetings as an ex-officio,” Khalid told reporters today.

The Selangor MB also said that he will not be attending Khusrin’s his oath of loyalty at a palace ceremony this January 6.

Khusrin confirmed earlier today that he has begun his official duties despite a raging dispute between Putrajaya and Shah Alam over his appointment.

Khusrin had said that his first day at work was “problem-free” so far, and that the Selangor government did not object to him reporting for duty.

He had also refuted claims that his hotly-contested appointment was “politically-motivated,” saying he would carry out his duties despite direct opposition from the ruling state government over his appointment.

“All the accusations against me have been personal attacks. My appointment is legitimate, it’s just that what I have yet to do is to take an oath of secrecy in front of the Selangor MB,” said Khusrin today.

Khusrin also maintained that he would not budge from his post unless and until he received instructions from the federal government to do so.

“As long as there have been no orders on a federal level, I will remain as state secretary,” he said.

The country’s richest state has been in turmoil for the past week since the Chief Secretary to the Government named Khusrin to the post to replace outgoing State Secretary Datuk Ramli Mahmud, whose last day of office was on Friday.

The Pakatan Rakyat (PR) state government has rejected Khusrin’s appointment and insists it has the right to name its own person for the job.

The conservative former director of the Selangor Islamic Religious Department (Jais) has previously clashed with the PR state government.

The Sultan of Selangor had, prior to today’s meeting with Khalid, overrode the MB’s objection and approved Khusrin’s appointment.

Lame duck state secretary. If the Public Service Commission has no agenda in appointing this lame duck, why is there no discussion with the MB before he is appointed?

The source of the problem is the appointing of the state secretary by the Federal government who can't work with the Memteri Besar & the Selangor Government.

The Federal government that is of a different political stripe and working to undermine the Selangor government is allowed to appoint the senior bureaucrats that is purportedly to serve the State government. Datuk Mukhriz Tun Dr Mahathir, the deputy minister of international trade and industry said that Umno is working hard to recapture Kedah which they lost to the opposition front PR (Pakatan Rakyat) in the last general election. Mukhriz, the son of former prime minister Tun Dr Mahathir Mohamad is also the deputy liaison chief o Kedah Umno said that the leaders and members of Kedah Umno are working to set aside their differences in order to strengthen the party and to make sure that Kedah ‘returns’ to Umno in the next general election.

He said “If there were any differences between the leaders or members at the divisional or branch level, they were regarded as minor as there were bigger party interests to think of. We are optimistic about resolving the problems and are prepared to face the next general election. However, based on the feedback I’ve received so far, the outlook is positive. The Kedah Umno liaison’s task would be focused on raising the people’s confidence in Barisan Nasional’s capability in administering the state, compared to the current administration under the PAS-DAP-PKR state government. Comparing the two, I think it is clear that BN is more able and capable,”

Datuk Mohd Khusrin Munawi, the newly appointed state secretary of Selangor has dismissed claims that his appointment was political motivated by the federal government and claims that he does not have any political agenda himself in accepting the post. Khusrin, who is the former director of JAIS (Selangor Islamic Department) came into the spotlight over his appointment by the federal government, a decision which the state government rejects and is still protesting.

I have no political agenda and my job is to assist the state government machinery to do its best and ensure that the relationship between the executive and the administrative remains good. All the actions that I took as Jais director was based on existing enactments, like in the case of sermons in mosques being used for political purposes. I have never been called up by the state government because of my actions except in the case of Dr Asri’s arrest, where I have already explained myself to the Selangor Exco. I urge co-operation on all levels so that these issues will not blown out of proportion, so that Muslims in Selangor will not be misunderstood. I am ready to work with everyone, I have no problems,”

GAPS, Perkasa lodge report against Sri Muda rep

GAPS, the Selangor Anti-Fraud Coalition, and the Malay right wing group Perkasa, have lodged a police report against Sri Muda assemblyman Shuhaimi Shafie for allegedly insulting the Selangor Sultan on his website.

GAPS chairman Hamizun Khairuddin berkata said that Suhaimi in a statement on his website, srimuda.blogspot.com, on December 30 openly opposed the decision of Sultan Sharafuddin Idris Shah to consent to the appointment of Mohd Khusrin Munawi as Selangor state secretary.

“The statement is like a warning to the Sultan that he will face action from the people,” he said.

He said that GAPS will make a police report everyday in all districts until action is taken against the assemblyman.

The police – devil or guardian angel?

When I was a child and refused to obey my parents, they would threaten me by saying, “The police will come to catch you.”

So in my impression, the police are like devils that catch naughty children. When I grew up, the negative perception is still lingering deep in my conscience. Even if I had never done anything illegal, whenever I come across a police road block, I would still feel a little nervous.

The police system is to help maintain law and order, and to protect the people and their property.

In the popular Hong Kong TV police drama series, a policeman is always addressed as “Sir”, someone perceived to be wise, brave, and always killing the evil criminals to the satisfaction of everyone. But in real life, unfortunately such a character does not exist.

It has been complained that the “police will catch you” intimidating style of education has caused our children to grow up in fear of the police and is detrimental to the police image.

But getting to the bottom of the matter, the change of police into the devil incarnate is not just a product of imagination, but has its historical roots in social development.

In the early days, police officers became proud once they donned their uniforms, and relying on their power, they went around demanding for kopi-money. They had become the gods of plague in the citizens’ lives, and people would try to avoid them as much as possible. Over the years, this has become a stereotype. Until today, in many citizens’ minds, the policeman is still a huge shadow to avoid.

Recently, police beating incidents have occurred one after another, and again have become a cause for concern.

The abuse of police power must stop, as the use of violence will only worsen the image of the force.

Whether for civilians or for criminals, the police must exercise self-restraint. The duty of the police is to apprehend lawless people and maintain law and order. The offender should be submitted to legal sanctions, and the police should not inflict violence upon them.

Under the rule of law, police powers are subject to the constraints of the justice system. The police are not judges, and have no right to determine whether a person is guilty or not and also have no right to execute any penalty privately.

Recently, the government launched the “mobile police” programme, in which the police mobiles came into the community neighbourhood. In addition to improving the efficiency of arrests of criminals, the government would like to narrow the gap between the police and the citizens.

When I saw the heavily armed police personnel who sat in the small space of the police vehicle on such a hot day working in earnest and even occasionally smiling at passersby on their own initiative, my impressions of the police began to change.

However, one bad egg can spoil the whole basketful. If the police abuse cases are not eradicated, and police officers involved are not subjected to discipline and dealt with, the vicious and domineering image of the police will be difficult to erase. And the police efforts to improve their image will fail. Police are not hooligans; they need to establish respect and authority, not abuse their power.

The government transformation programme is in full swing. The citizens are also hoping that the police can catch the train of transformation simultaneously across the country, and thereby create a progressive and harmonious society together.

I hope that one day the police’s image in the hearts of the people can change from that of the devil to become the guardian angel of the people. — mysinchew.com

S’wak BN to keep state as BN’s ‘fixed deposit’

Datuk Wahab Dollah, the Member of Parliament of Igan in Sarawak said that the state’s BN (Barisan Nasional) is working to ensure that the state remains as the ‘fixed deposit’ of the BN Federal Government and that it remained so in the next state and general election. He said that the Sarawak BN is looking to maintain, if not better their tally of 29 parliamentary seats out of 31 and 62 out of 71 state seats they won in the last election.

He said “In the last general election (2008), the BN won fewer parliamentary seats in the peninsula, but Sarawak and Sabah made sure that the BN remained in power (at the federal level) despite the absence of a two-third majority in parliament. The Parti Pesaka Bumiputera Bersatu (PBB), a component of the Sarawak BN, had won 14 parliamentary seats in the 2008 general election, coming in third behind Umno and MCA in terms of the number of seats won. All BN MPs were expected to meet Prime Minister Datuk Seri Najib Razak on January 8 to discuss outstanding issues in their constituencies”

MCA number plates – record bid showed people are proud of MCA – Soi Lek

Datuk Seri Dr Chua Soi Lek, the president of MCA has claimed that the recent record breaking bids for the vehicle registration numbers starting with ‘MCA’ from Malacca is proof that the people of Malaysia are proud of the party and love it. According to the RTD (Road Transport Department), they have received record breaking bids for the MCA vehicle registration plates where the MCA 1 number went to the bidder with the RM300,100 amount while the MCA 2 number were tendered with a RM100,100 figure.

Soi Lek said “Previously, people sarcastically said that no one would want the MCA plate, but now it has broken records and is the highest tender (series) made in the country so far. The tender for the MCA series was worth approximately RM1.5mil.” There were also reports that claimed that the company that won the MCA 1 number would give the number to him as a gift. To that he said “I have not received any calls and even if I do, I will not accept such a gift. There is no reason for me to use the ‘MCA 1’ plate,”

Datuk Seri Dr Mohd Khir Toyo, the former Opposition leader of the Selangor state government has accused the Pakatan Rakyat administration led by Tan Sri Khalid Ibrahim to have illegally interfered in the appointment of the state secretary in the recent issue where the federal government appointed Datuk Mohd Khushrin Munawi as the state secretary, much to the protest of the state government. Khir Toyo said that the appointment of the secretary, whom he claims to be a top civil servant is the prerogative of Tan Sri Mohd Sidek Hassan, the Chief Secretary to the Government and that the state government would not have any right to interfere.

He said “The appointment of state secretary is valid when the chief secretary to the government agrees to it. As a Federated Malay State, the appointment is made by the Public Services Department,” he said referring to the federation made of Selangor, Pahang, Perak and Negri Sembilan formed in the late 19th centuries by the British administration. The committee formed by Khalid to select new state secretary is illegal. Perhaps he did not consult the state legal adviser. He has so many political agenda, because of that he is suspicious of everyone else. When I was an MB, I worked with four state secretaries and I did not face any problem with them. They are all civil servants. Tan Sri Khalid should know that he will be facing more problems if disagreement with Tuanku continues. He even needs Tuanku’s consent to convene the state assembly. I believe Tuanku wants somebody who can serve everyone regardless of political affiliation,”

Guan Eng calls on BN to support anti-plastic campaign

Lim Guan Eng, the Chief Minister of Penang has called on the opposition of Penang to help and support the Pakatan Rakyat led state government in their implementation of the anti-plastic campaign set to start this year. The state government has banned free plastic bags in the campaign, much to the protest of the MPMA (Malaysian Plastics Manufacturers Association) where he is calling on Gerakan, the BN (Barisan Nasional) component party to rally with the state government for a noble cause.

He said “It is expected for the MPMA to object the initiative to ban free plastic bags every day, because it will affect their business. However the state government wonders why the Penang BN and Gerakan refused to support the state’s green initiative and chose to side with MPMA. Can the Penang and Gerakan BN fully support the PR state government initiative to ban plastic bags every day and reject MPMA’s pro plastic campaign? At the same time, the state government saved in of solid waste disposal, which costs RM50 per metric tonne or RM5,000 for 100 metric tonne,”

MIC willing to forgive sacked members

The newly appointed president of MIC, Senator Datuk G Palanivel said that he is willing to forgive all the former members of the party who were removed or sacked by his predecessor Datuk Seri S Samy Vellu and that discussions with them could be held to explore the possibility of them re-joining MIC where he also warned that this does not mean that he is a weak leader. The call came after V Mugilan, the former deputy youth of MIC who was sacked by Samy Vellu and formed the GAS (Gerakan Anti Samy Vellu) called on Palanivel to start looking at opening the party’s doors to those who were removed by Samy Vellu, whether directly or indirectly.

Palanivel said “Let me be very clear — I am a different type of leader. I am very strict, very stern but also very humble, polite, amenable and I have a lot of humility. I am not weak and I speak my mind. I just do not want enemies. I want to be everybody’s friend. They can talk to us but whatever it is, discipline is a very important aspect in every party. Every party has its laws and rules on discipline so if people break that and action is taken against them, they should not blame us. But we are willing to forgive them and we are ready to accommodate them. I just hope that all these expelled members and those who were not friendly with me, those who opposed me, will now not only be my friend, but also friends of the MIC. We want them to be friends and supporters of MIC and BN and then, we will look at ways and means of how we can

MIC just like The MCA and Gerakan is a has-been party. Do you think that the Indians will teturn to MIC? You Mr Palanivel and your supporters should have stoon firm against that 'dictator' Samy whenever he has made wrong decisions as the welfare of the Indian community. Why did you and supportos voived out against Samy then? The dice had been ccast and milk has been spilled, Can they return to their respective original place?

I am afraid that the Indians will return to the cheating MIC.Sad to say but most of these people have no pride and self -righteousness .They have shown their stupidity and 'short memories' in the two by-elections held in Negri Sembilan and Selangor. A very gullible group of people indeed.Samyvellu understood their gullibility and caste differences very well and exploited it to the fullest and that is how he could hang on to 'power' so long with his henchmen and thugs to back his 'adi-pudi' style of govenance of the party.
Now the Najib camp can buy them with bags of rice,cooking oil, sarees and bicycles and what have you, and they will cast their votes for the
UMNO led BN.

Khairy to ‘skip’ next GE

In what is seen as a surprise move, Umno youth chief, Khairy Jamaluddin has announced that he will not be re-contesting for the parliamentary seat of Rembau at the next general election, the constituency known to be his and Umno’s stronghold. Speculations where rife when he Twitted that he will ‘standing down’ from contesting in the next election and since then, he has confirmed that he will be ‘taking a break’ from active politics.

In his Twitter account, he wrote "Hope to help win more youth support for BN in 2011 & work hard preparing for elections. Then I'm taking a break from politics. Can't wait," On how long the ‘break’ would be, he said "I don't know. I am not sure what I will do. Some of the things I want to do first, like further my education,"
