We need new IGP, says Kit Siang

Musa Hassan should vacate his post as the country’s top cop as he has not been able to make Malaysia a safe place for global business, said DAP advisor Lim Kit Siang.

The Ipoh Timur MP said this was stated in the World Economic Forum report on global competitiveness 2009 – 2010 (WEF CGR), which showed Malaysia had dropped 25 levels to 85th position in matters of security.

Because of this Malaysia’s ranking for global competitiveness had dropped three positions from the 21st placing in 2007 to 24th in 2008.

lim-kit-siang-musa-hassan.jpgLim said this was announced last week just before WEF’s annual meeting of the New Champions, dubbed ‘Summer Davos’, in Dalian, China. The Cabinet, which meets on Wednesday, should ask for Musa’s resignation as inspector-General of Police in view of the situation, he said in his website.

Lim said the matter of security in Malaysia is of particular concern, stating that it is made up of four indicators: business cost of terrorism (ranked 97); business cost f crime and violence (95); organiseed crime (83) and reliability of police services (48).

He said countries which ten years ago were regarded as less safe and secure as their police force were not as reliable, competent and professional have overtaken Malaysia in the estimation of foreign investors – including countries like South Korea, Vietnam and Taiwan.

With regards to the index on ‘organised crime’, Malaysia had ranked 22 in 1999 but 10 years later it had plummeted 61 places to 83 (out of 133 countries).

Lim said the index on 'oganised crime' for Malaysia in the past decade had been most shocking and outrageous, adding that among the countries Malaysia had overtaken in having this serious problem in Asia are Hong Kong, South Korea, India, China, Thailand, Indonesia and Japan.

“The WEF GCR report on the security situation in Malaysia is an indictment on the service record of Musa Hassan.

The IGP must be responsible

“He must singly bear the greatest blame for the worsening security situation in the country, which has undermined Malaysia’s economic well-being and international competitiveness,” said Lim.

He said in the past decade, DAP leaders had, both inside and outside Parliament, been making a major issue of the worsening crime situation, which was one reason why the Royal Police Commission was set up by former prime minister Abdullah Ahmad Badawi in 2004.

The commission was meant to reform the Malaysian police force and to reduce the incidences of rampant crime in the country so that it becomes safe for tourists and investors.

najib-5.jpgLim said despite the Royal Police Commission’s 125 recommendations to create an efficient, incorruptible, professional world-class police service with three core functions - to keep crime low, eradicate corruption and protect human rights - the crime situation has gone from bad to worse.

He said the person who must bear the greatest blame for the worsening security situation in the country, as to undermine Malaysia’s economic well-being and international competitiveness, is Musa.

If PM is serious, get a new IGP

He added that if Prime Minister Najib Abdul Razak is serious about efficiency and productivity of the public service delivery, the country should have a new IGP.

“There can be no worse KPI (key performance index) for Musa as IGP in the past three years than the WEF global competitiveness report that cited worsening security as a major reason for the three-point drop of Malaysia’s global competitiveness,” said Lim, adding that it was shocking that Musa's term had been extended for another year.

Lim said although Najib kicked off his premiership five months ago with a pledge to raise efficiency and productivity of the public delivery system and even appointing Gerakan president Dr Koh Tsu Koon to be the minister in charge of KPIs, the prime minister had not been able to convince Malaysians that he is prepared to do whatever is necessary to check the rot in public service standards.

Malaysia is making headlines for all shameful reasons. If the cause is inefficient governance and if it is not corrected, we might as well go down the drain with it.

sure, we need a new IGP but dont you think we need a strong PR united on all front on all major issues to take over the federal goverment.The change should start with PR.If PR is not in power come the next election, they have only to blame themselves.Stop behaving like a opposition and start behaving like a party in waiting to govern the country.


Didnt you notice that IGP Musa Hassan didnt do anythng to arrest the ''MAD COW Head'' Gang even after Najib had publically instructed him to deal with these 50 protesters...?

Wont be surprise if this IGP himself planned this ''MAD COW'' protest and use it to get his job EXTENSION.

Notice that he immediately took actions on these Protesters AFTER he got his one[1] year Extension...???....IGP MUSA=1, PM Najib=0
