Speaker refuses to cite Najib over Sibu ‘deal’
Najib addresses a crowd in Rejang Park, near Sibu, May 15, 2010.
Dewan Rakyat Speaker Tan Sri Pandikar Amin has refused to refer Prime Minister Datuk Seri Najib Razak to the Parliamentary Rights and Privileges Committee over remarks made during the recent Sibu by-election.
He said today the remarks were made outside Parliament and not within his jurisdiction.
Pakatan Rakyat (PR) MPs had attempted to use Standing Orders 36(12) to refer Najib to the powerful committee for “misleading” the Dewan Rakyat over his RM5 million promise made to people in Rejang Park, Sibu, which was caught on video.
“I am not a judge... it is not within my jurisdiction. Under Standing Orders 23(1)(i) any statements made outside the Dewan Rakyat cannot be used as a reason or basis to refer someone to the committee,” said the Speaker.
However, Pandikar’s reply prompted Gombak MP Azmin Ali to question why PR de facto leader Datuk Seri Anwar Ibrahim was referred to the disciplinary committee over his allegations linking APCO Worldwide to Zionist connections.
“If that is the basis of the Speaker, why then was Permatang Pauh dragged to face the committee over statements made outside the Dewan but was used by the same Dewan to punish Permatang Pauh?” asked Azmin.
Pandikar then said that Anwar’s referral to the committee was brought up by a minister (Datuk Seri Nazri Aziz) under Standing Orders 27(3).
He said that if a minister moved to refer someone, then “that would also be the government’s position.”
Later in a press conference, Bandar Kuching MP Chong Chien Jien claimed Pandikar’s decision clearly showed the “double-standards” practised in Parliament.
“The PM lied in his written reply when he said the government did not promise any projects during the Sibu by-election. The media caught him making his RM 5 million promise in Rejang Park,” said the DAP MP.
The Najib administration revealed last month that it had approved 107 projects and programmes, collectively worth RM37.7 million, during the recent Sibu by-election.
However, the government denied that the approval for the projects was done because of the Sibu by-election and in order to attract votes for Barisan Nasional.

Pandikar works for Najib, not for Parliament. It's so obvious here.
Najib has lied twice now, the latest about the RM5million Sibu case.
Does lying more than one time makes a person a compulsive lier?
I was taught it does. What say you, guys?
Those speakers just have their welfare upgraded, you think they are going to bite back their good boss, most likely those upgradings are part of their blackmailing made to their boss.
This is 1 Malaysia law. If the Minister refer Pandikar will become a judge immediately. If M.P. refer then pendikar will rescue himself with aboundant of reason. This is what Pandikar always mention that sooner or later we are going to have world class Parliament. I think with this decision we are just short of 1% towards WORLD CLASS PARLIAMENT.
with people like pandikar, no wonder the real killers of teoh and the mongolian girl DIED IN MYSTERY !!! with people like pandikar, who needs GOD !!!???
pandikar makes sabahan looks really stupid !!! so pk, do your extra OT in east malaysia to make the east people becoming smart AGAIN !!!!
